Gainesville, Fla. (November 25, 2008) – On Monday, November 24, the Florida Institute of Civil Engineers (FICE) announced that Jones Edmunds will receive a 2009 Engineering Excellence Grand Award for the H. Clay "Junk" Whaley, Sr. Memorial Water Plant in St. Cloud, Florida.

As America’s largest operating MIEX® plant, this facility features many firsts in water treatment and design.
- It is the first MIEX® facility specifically designed to promote hydrogen sulfide removal.
- It is the first full-scale facility to use Sodium Bicarbonate as a resin regenerate. This was proven as a viable option for the first time during pilot testing for this plant. This environmentally-friendly solution eliminates the brine waste products produced when using Sodium Chloride, the traditional MIEX® resin regenerate.
- The plant features the first ever full-scale installation of a magnetic resin polishing system. This system prevents any resin from entering the distribution system. Although the resin is certified by the National Sanitation Foundation, the project team wanted to prevent any resin from entering the system for aesthetic reasons.
- It is the first MIEX® facility to use cast-in-place concrete construction. This improves system reliability and operation while also providing long-term (greater than 30 years), structural integrity of the major treatment components.
The City of St. Cloud’s water had been out-of-compliance with EPA rules for nearly two years, but they were brought back in compliance after only three days of the plant being online. The plant reduces chlorine demand by over 80%, removes over 60% of the DOC, eliminates 98% of odor, total sulfide to non-detectable levels and removes virtually all color.
The Grand Award winners will be recognized throughout the year. Recognition includes articles in the January 2009 FES Journal and FICE Update, postings on the FES and FICE websites, the FICE Banquet, the 2009 FICE Display, and the 2010 FICE Directory and Guide. As a winner, Jones Edmunds is also eligible to enter the project into the national ACEC Engineering Excellence Award competition.
