Dr. Richard H. Jones, PhD, PE and Robert C. Edmunds, PE joined forces to form Jones Edmunds in 1974, after a fortuitous meeting over processing equipment in Germany, each bringing a desire to create a business founded on the right values and the desire to provide technical excellence.
In the decades that followed, our firm has expanded throughout Florida, growing in size and expertise. Today, we provide solutions in areas ranging from water resource management to civil engineering. Our passion for problem-solving means we wake up every day thinking about the next infrastructure problem facing our country, whether it’s tackling water quality concerns, flooding issues, or transportation improvements or developing asset management solutions for successful operations and maintenance or capital planning.

Bob Edmunds is a Director and Co-Founder of Jones Edmunds. Together with the late Dr. Richard Jones, he formed Jones Edmunds in 1974, after a fortuitous meeting over processing equipment in Germany. In the decades that followed, the firm expanded throughout Florida, growing in size and expertise. Bob’s technical area of expertise is in water and wastewater utilities with a special focus in prestressed concrete pipe failure investigations where he provided expert witness testimony and worked on projects all over the US. Today, Bob provides quality assurance support and gives annual lectures to engineering students at both UF and UCF, providing insight into what it means to serve as an engineer.
Rick joined Jones Edmunds in 1999 and serves as the President and CEO. He has served public and private clients in site planning, geometric design, paving and drainage, water and sewer design, airfield improvements, intermodal rail design, and port planning and design, and he has a comprehensive background in horizontal construction administration and certification procedures. Today Rick’s dedication to our Associates and our clients is exemplified by his support of resource needs, contracting, and QA/QC and his commitment to servant leadership.
Brett is a Senior Vice President and the Managing Director of Water Resources. He is a Florida Stormwater Association Past President and supports the FSA Education Foundation. Brett has a strong background in flood protection, water quality, water supply, natural systems, integrated water resources planning, and wastewater system modeling and infiltration and inflow (I&I). He is recognized as an expert in his field and has worked on stormwater master plans and I&I projects throughout the country. Brett understands how projects addressing stormwater management, water resources, and wastewater collection need to be integrated and structured so that they can be affordably implemented and operated while also being eligible for grant funding. He works together with our clients to provide future generations with a healthy and safe environment.
Brian is a Senior Vice President and the Managing Director for Utilities Infrastructure. His career began at Jones Edmunds in 2008 with a focus on stormwater and water resources management before he transitioned to our water and wastewater utilities discipline. Brian excels in applying computer models and GIS to assist in planning, problem solving, and developing cost-effective management strategies. His expertise in all things water has supported his ability to develop integrated infrastructure solutions in a one water environment. While working with our clients, he appreciates having the opportunity to improve the quality of life for communities throughout Florida and to serve on a team that create infrastructure solutions for future generations.
Rich is a Senior Vice President and Managing Director for the Jones Edmunds Quality Program. Since joining the firm in 1998, he has successfully managed a multitude of projects with differing delivery methods (design-bid-build, CM at-risk, and design-build) from proposal development, planning studies, permitting, and design through to construction support. Rich has worked extensively in the aerospace industry for NASA, Space Florida, and private companies. He has successfully completed a wide variety of projects involving new and renovated buildings, launch pad facilities, flight hardware processing facilities, solid waste transfer stations, water and sanitary sewer utilities, roadways, land development, and stormwater management. He works closely with clients, being proactive and highly responsive and preparing high-quality work. He is honored to serve America’s space program.
Terri is a Senior Vice President and Managing Director of Sales and Marketing. She joined Jones Edmunds in 1989 and has built her career working with clients, legislators, regulatory agencies, and technical staff on project funding strategies and public involvement programs. She is a registered lobbyist and assists with legislative tracking and grant pursuits and conducting funding workshops. Terri is experienced in organizing public meetings, media, and elected official communication. She is heavily engaged in leading the transition of Florida’s septic systems to centralized sewer and worked with the FWEA Utility Council to develop the Septic to Sewer Guidance Document to assist local government on making this transition.
Ken is a Senior Vice President and Managing Director for our Civil and Environmental Discipline. His career began at Jones Edmunds in 1987 and has since gained extensive experience in civil and environmental engineering, including managing projects involving planning, design, permitting, and construction of solid waste management facilities; roadway improvements; site/civil land development; facilities and building rehabilitation; and drainage systems. Ken also serves as a client liaison, working with clients on a continual basis through the development, design, and construction phases of projects. He enjoys traveling through Florida and seeing the impact Jones Edmunds has made throughout the state.
BJ joined Jones Edmunds in 2000 and has worked in various capacities as a wetland scientist and GIS Analyst. He demonstrates the comprehensive inter-disciplinary project management experience necessary to provide support and analysis for environmental projects with an emphasis on wetlands and ecology. His technical expertise includes off-site regional mitigation areas designing and permitting, jurisdictional wetland delineations, environmental permitting, wetland restoration site design, vegetation monitoring, soil assessments, and wildlife evaluations. He also has extensive experience managing GIS projects and using this technology to increase efficiency and improve products for our clients. BJ is a Florida Fish and Wildlife Conservation Commission Gopher Tortoise Authorized Agent. He is also a board member and former chair of both the Alachua County Land Conservation Board and Alachua County Wild Spaces Public Places Advisory Board.
Courtnay is an Engineer Intern in our Water Resources Department. She graduated from the University of Florida with a Bachelor’s degree in Agricultural and Biological Engineering, Master of Engineering in Civil Engineering, and Master of Science in Agricultural and Biological Engineering. Courtnay joined Jones Edmunds in 2014 and has gained experience in hydrology, hydraulic systems, irrigation and drainage systems, and watershed modeling. She is also well-versed in AutoCAD and ArcGIS.
Bill is a Senior Consultant in our West Palm Beach office. He serves clients and colleagues by employing the advice of one of his first mentors, “Always touch the work and always listen intently to your clients.” It was good advice when Bill started his career in 1984 and still is today. Bill has hands‐on experience working with clients to deliver projects and programs involving conventional and creative planning, design, construction, and consulting strategies to improve infrastructure and the environment. He is a registered professional engineer in Florida and Georgia and a certified Construction Document Technologist with the Construction Specifications Institute. Bill is an active member of several professional and community organizations, including Palm Beach County League of Cities, American Water Resources Association (FL Section), and Leadership Palm Beach County and is Board Chair of Center for Child Counseling whose mission is building the foundation for playful, healthful, and hopeful living for children and families across Palm Beach County.
Jamila joined Jones Edmunds in 2015 as a receptionist and quickly her skill set was recognized and she moved into serving as a Construction Project Coordinator. She processes our construction administration projects to make sure they are completed according to Jones Edmunds’ standard procedures as well as with any compliance items from funding agreements. She is experienced with construction contract requirements and an expert with EJCDC and AIA standard contract requirements. Jamila has extensive experience working with FDOT and the Water Management Districts, along with her experience managing the funding agreements from USDA Rural Development and FDEP State Revolving Fund (SRF) during construction projects.
Kim is a Vice President and Department Manager in our Civil and Environmental Discipline. She joined Jones Edmunds in 2005, working primarily in the aerospace industry. She has managed many major NASA Kennedy Space Center (KSC) projects, including the NASA KSC Crawlerway Foundation and Crawler Compatibility Studies, which were awarded the 2011 ASCE Florida Section Project of the Year Award, and the Design to Restore KSC’s Coastal Shoreline. Kim also maintains Florida accreditation as an asbestos inspector. She has performed asbestos, heavy metal, polychlorinated biphenyls and other hazardous materials assessment for numerous NASA and municipal demolition design projects.
Carol joined Jones Edmunds in 2000 and currently serves as a Project Manager in our Solid Waste Department. She has served as Project Engineer and Project Manager on various solid waste projects including rate studies, landfill expansions, facility improvements, Title V assistance, permitting, and construction-phase services. Carol has a background in geotechnical engineering and is also involved in other general civil engineering projects for the purposes of geotechnical investigations, analyses, and data evaluation.
Doug joined Jones Edmunds in 1998 and serves as a Senior Consultant focused on supporting our aerospace industry clients. He earned his Doctorate and Bachelor’s degrees in Environmental Engineering from the University of Florida and has since spent the majority of his career working on NASA infrastructure, civil design, and environmental-related projects. His recent project experience includes senior management oversight of the design and permitting of the demolition of facilities and structures including launch structures at NASA’s Kennedy Space Center. He ensures that the appropriate company resources are available to complete projects successfully and in line with the client’s quality, cost, and schedule goals.
David is a Professional Engineer for the Utilities Infrastructure Department at Jones Edmunds and holds a doctorate in Environmental Engineering. He specializes in drinking water treatment with expertise in membrane treatment, ion exchange, aeration, disinfection, disinfection by-products, and conventional treatment processes. His technical skills include laboratory procedures for water quality analysis, process operation troubleshooting, membrane and conventional filtration pilot testing, data analysis, and water treatment bench-scale evaluations. David is very engaged in industry development and serves as the Chair of the FSAWWA Region IV Technical and Education Committee and sits on the AWWA Emerging Water Quality Issues Committee and AWWA Emergency Preparedness and Security Committee.
